Change in value for homes in CT?

Most of CT is still bucking the national real estate trends.  For the past 4 years we have been been on a slight up/down trend while the national trend is on a huge upswing.  In fact, the national home price values are expected to keep rising while we in CT remain stagnant.  As you can see in the chart below, in CT we are somewhat still close to 2003 values. There are still opportunities in CT to make the market your own whether you are a buyer or seller.  The chart below could also mean there is less risk, concerning values and a bubble burst, for central CT property owners.  What's your take on this?
